UCSF Welcomes New Emergency Management Expert

Celeste Cook, former director of the Santa Clara County Office of Emergency Services, has been named associate director of Homeland Security and Emergency Management at the UCSF Police Department. Cook will report to UCSF Police Chief Pamela Roskowski. She is responsible for managing the UCSF Police Department's Division of Homeland Security and Emergency Management, which includes overseeing all hazards emergency management and preparedness, coordinating UCSF's Emergency Operation Centers, and assessing security risks and mitigation planning among other responsibilities. Cook comes to UCSF with 15 years of local government emergency management and communication experience. As the director of the Santa Clara County Office of Emergency Services, Cook served as the operational area leader for a strong emergency management team, including members from each of the 15 Santa Clara County cities as well as nonprofit agencies, the health community and the private sector. In this role, Cook was responsible for managing the county's emergency planning and preparedness efforts to ensure continuity of government and essential services and the safety of citizens. "She has a strong and successful track record of effective regional and interagency collaboration and partnerships which will contribute to her success at UCSF," says Roskowski. Among her first priorities in this new role are developing and facilitating business continuity planning for UCSF, implementing advanced emergency preparedness protocols, and training in support of UCSF's emergency plan and emergency readiness for UCSF departments and individuals. Cook is committed to providing more and better training to first responders and to UCSF community members, using an "all-hazards" approach and to institutionalizing emergency preparedness at all levels, according to Roskowski. Cook holds a Master of Science degree in emergency services from California State University, Long Beach. She enjoys sharing her love of water sports with her family and friends.
