Open Enrollment 2020: Highlights and Resources for UCSF Employees

Open Enrollment is the time of year when University of California employees have the opportunity to make changes to their benefits.

This year, Open Enrollment begins 8 a.m. Thursday, Oct. 31 and ends Tuesday, Nov. 26  at 5 p.m. All changes must be made by 5 p.m. on Tuesday, Nov. 26.

Below are highlights of benefits and resources for employees.


The University of California’s medical plan premium changes are moderate with decreases from some members. You can find all of the pricing for Medical Plan premiums for 2020 on the UC Net website.

Termination of Western Health Advantage (WHA)

Western Health Advantage will no longer be a medical plan options for employees in 2020. Current members in this plan who don’t select a new plan during Open Enrollment will automatically enrolled in UC Blue & Gold.

Prescription Drug Formulary Changes

For PPO plan members (UC Care, UC Health Savings Plan, CORE), there will be changes to the prescription drug formulary to help keep prescription drug costs and premiums affordable. The prescription drug formulary for employees enrolled in an Anthem plan will change effective Jan. 1, 2020. While most employees currently taking medications will see no difference, some individuals will have either a higher or lower copay if they are taking a medication which changes tiers.

Members currently taking medication(s) not on the new drug list will be grandfathered (in current form/dosage for the duration of treatment)

New Supplemental Health Plans

UC is offering three new supplement insurance plans – Accident, Critical Illness and Hospital Indemnity. These plans are NOT a substitute for medical or disability coverage. Premiums for these plans are fully paid by the employee.

Flexible Spending Accounts

For any employee currently enrolled in a Flexible Spending Account, you MUST re-enroll to participate in either plan for 2020:

  • Health FSA - health care expenses for you and your eligible dependents
  • Dependent Care FSA - dependent care expenses (childcare or eldercare for eligible dependents)

Expanded Options for Health Care in the Bay Area

UCSF Health continues to partner with regional providers and expand options for outpatient care (both primary and specialty care). Canopy Health, an alliance of nearly 5,000 providers, continues as an option for UC employees who enroll in UC Blue & Gold and select a PCP in either Hill Physicians, John Muir or Meritage Medical Group. Provides flexibility as PCP and specialists don’t need to be in the same medical group
