Power Update

The relay problems that caused last Thursday’s (October 21) power outage at Parnassus have been addressed and isolated, according to facilities management. In addition, Vice Chancellor Steve Barclay has directed a full review and report of plant reliability and campus emergency power requirements and future infrastructure projects to insure the ability to serve critical campus needs.

At the Parnassus campus, UCSF operates a central utilities plant which generates electrical power and steam to meet the needs of the campus. Additional power is purchased from PG&E as needed to supplement that generated by the plant.

On October 21, at approximately 10 a.m., UCSF experienced a major power outage affecting the entire Parnassus campus. A protective relay malfunction caused the PG&E electrical power to the Parnassus campus to be disconnected. The gas turbine generators in the Central Utilities Plant (CUP) were unable to take on the additional load and shut down.

The CUP emergency diesel generators immediately started and picked up emergency lighting, life safety systems and other loads around the campus. Additional emergency generators in the Medical Center and other buildings also started and picked up their specific emergency loads in their respective buildings. PG&E power to the Parnassus campus was restored by about 11:10 a.m.

At 12:30 p.m. an overload condition caused PG&E equipment to disconnect from electrical service. This second outage affected the campus to the south of Parnassus Avenue, but not buildings to the north. Again, the plant and building emergency generators immediately started and picked up emergency loads. By approximately 2:30 p.m., a gas turbine in the CUP was brought on line and PG&E reconnected to bring the campus to a stable operating condition with full power.
